(5) In handling the shipping formalities, in addition to the general provisions, the shipper must submit a description of the goods, as well as specific requirements for loading, unloading and reinforcement. In special cases, the shipper must also apply for a permit to the relevant departments. Carriers should examine and verify the cargo according to the relevant information provided by the shipper, grasp the specific characteristics of the cargo, select suitable vehicles, and then go through the formalities of carriage when they have safe transportation conditions and capabilities.
(5) Carriers shall, in accordance with the shape and size of large cargo and the quality of cargo, consult with shippers before embarking, survey the operation site and route, understand the alignment of roads along the way and the capacity of bridges and culverts, and formulate transport organization plans. When other departments are involved, they should declare in advance to the relevant departments and obtain their consent before they can be shipped.
_To formulate technical schemes and operational rules for cargo handling and reinforcement, and strictly implement them to ensure reasonable loading, reinforcement and safe handling. If the carrier is responsible for the loading and unloading operations, the operations shall be carried out in accordance with the requirements of the shipper, the characteristics of the goods and the operating procedures for loading and unloading. If the shipper is responsible, the carrier shall drive the vehicle to the loading and unloading place at the agreed time and supervise the loading and unloading.
(5) If a large cargo is transported beyond the limit, it shall apply to the highway administrative organ for the "Pass for Vehicles Transporting beyond the limit" according to the regulations, and shall travel along the approved routes. When large cargo is transported in urban areas, it can only be transported through the examination and issuance of a permit by the public security organ and the municipal engineering department.
(5) Running according to the designated routes and time, and hanging obvious safety signs at the longest, widest and highest parts of the goods, hanging flags during daytime driving, and setting signs at night driving and parking rest to warn vehicles. Special goods should be guided by special vehicles to remove obstacles in time.
(5) Transportation costs shall be determined through consultation between the undertaker and the consignor. The cost of road reconstruction, bridge and culvert reinforcement, barrier clearance, escort, loading and unloading for transporting large and heavy objects shall be borne by the shipper.
